182-day consultation: BBT guide to making your voice heard

Businesses in and around Bannau Brycheiniog (Brecon Beacons) National Park have until Friday 23 October 2026 to respond to the Welsh Government’s consultation on the classification of self-catering properties for local tax purposes. Brecon Beacons Tourism has prepared a practical guide to help owners, operators and connected businesses contribute their own experience.

Practical help to prepare your response

The consultation reviews the criteria used to classify self-catering accommodation, including the 182-day letting threshold and proposed exemptions. Your individual response matters alongside those from associations and other representative bodies.

Our guide covers all 12 questions, follows PASC UK Cymru’s recommended approach and adds prompts for local evidence. It was shared with BBT members first, following our commitment at the members’ meeting, and is now available to the wider visitor economy.

Please use the suggested wording as a starting point, rather than copying and pasting it unchanged. Explain your own circumstances, views and business experience.

Expecting an exemption? Please still respond

The exemptions are proposals and have not been finalised. Their scope and conditions could change, so please do not assume your property will qualify. If it does not, the letting threshold will still matter to your business.

Please give your view on a workable threshold as well as the proposed exemptions. BBT supports a reduction to 105 days; respondents should explain their own preferred approach and reasons.

Use your own evidence

Useful notes might include actual letting days, the period they cover, how seasonality or location affects bookings, any effect on pricing or investment and the jobs and spending your business supports locally. Only include examples that reflect your own experience.

This matters beyond accommodation. Cleaners, maintenance teams, trades, laundries, shops, pubs, restaurants, attractions and activity providers can explain how self-catering visitors support their work. PASC also offers a simpler response guide for employees and connected businesses.

Two free PASC meetings

PASC UK Cymru is holding meetings with North Wales Tourism and Visit Pembrokeshire to help owners, operators, agencies and property managers prepare their consultation responses. WRA will attend with practical registration advice. Members and non-members are welcome.
